What is Considered an Abnormal Load?

In South Africa, an abnormal load is any cargo that exceeds certain limits set by law. These limits generally include weight, height, width, and length of the transported goods. Transporting an abnormal load requires strict compliance with South African law, specifically under the National Road Traffic Act (NRTA), Act 93 of 1996.

Such lowbeds, cranes, or heavy machinery are subject to specific restrictions based on their width, length, height, or weight. These limits include:

Width: Over 2,600 mm
Length: Over 18,500 mm for articulated vehicles and 22,000 mm for other combinations
Wheelbase: Over 10,000 mm for semi-trailers
Front and Rear Overhangs: Portions of the vehicle extending beyond specific axle limits

If your vehicle exceeds any of these dimensions, you’ll need to apply for an abnormal load permit.

Abnormal Load Permits

In South Africa, vehicles transporting abnormal loads must obtain a special permit issued by the provincial MEC. This permit grants the abnormal load vehicle permission to operate on public roads. The process involves applying through the appropriate registering authority and receiving a permit for each province the vehicle will travel through.

No Roadworthy Certificate Required: According to Regulation 142(2)(a), specially classified vehicles are exempt from needing a roadworthy certificate. This exemption is outlined in Regulation 138(2)(c) of the NRTA, which explicitly excludes abnormal vehicles from this requirement.
No Operator Card Required: Similarly, Regulation 265(2)(e) states that the requirement for an operator card does not apply to specially classified vehicles under Regulation 21(1). Therefore, such vehicles will not display a roadworthy certificate or an operator card on their license disc.

If a prosecution occurs under these circumstances, the charges can often be withdrawn by submitting a formal representation. These vehicles are legally exempt from these requirements.
